while interstate purchase C form is to be issued before the date of invoice or before receiving the goods or any other time limit??

C form has to be issued only after receiving the goods. One c form is enough for one quarter. That is, for e.g the Jan to March quarter interstate purchase bills will be covered in one c form, which you can send before next quarter.
