what is time limit to pay service provider or seller by service receiver or purchaser to claim input otherwise reverse input of GST.

180 Days. If Payment not made within 180 Days from the issue of invoice, Input credit availed will be added to the output tax liability of recipient with interest.

180 days after can't paid the outstandings then the ITC ll reversed...
