It is depending on the State VAT Rules.You need to refer your state VAT laws with regard to issueance of Way Bill

It is always raised by a consignor. If the consignor is an unregistered dealer the consignee has to raise the way bill,because any goods can not move without proper documents accompanying them.....mjk
