22 August 2013 It is depending on the State VAT Rules.You need to refer your state VAT laws with regard to issueance of Way Bill

22 August 2013 It is always raised by a consignor. If the consignor is an unregistered dealer the consignee has to raise the way bill,because any goods can not move without proper documents accompanying them.....mjk
