VAT RATES ON MOBILE PHONE IN M.P.

We are dealing in mobile phones and want to appoint dealers in MP. one of our dealer is ask us that VAT rates in MP is 12.5% is that true. if this is true than how Nokia/Spice and other Mobile manufacturers are selling their products at same rates of Delhi bcz in Delhi the DVAT rates are 5% flat on mobile phone.
