what if the assessee makes sweets n then sells?

VAT is applicable on every goods sale , so applicable on sweets also.

what if the assessee makes sweets n then sells? is excise applicable?

VAT is applicable on sale of sweets whether you manufacture or not.There are composition rates also in many states,like for hotels and bakeries.No info about excise....MJK
