vat on service tax

Hi experts,
i got a bill of tally renewal like this
Tally software services 2968rs
Service tax 415.52rs
kkc & sbx 29.68rs
output vat @ 5.5% 186.91rs
is it right to charge vat?
even if we assume it is right it is ok that vat is charged on vat portion also

Technically it is wrong. This anomaly shall be put a rest after GST is applicable
