In west bengal paintings are exempt from Tax.Will the same is liable for CST for interstate sales

NO, if any transaction is exempt under state laws then under CST Act the status would be same

I received some materials free of cost.the goods are to be sold at MRP rates.The same are in stock as on 31st March.Can Vat needs to be added as a part of cost of purchases?
