Rate of VAT varies as per the rules of different states!! On what basis these rate of VAT changes in every other state in respect to vehicles?

Every state has its own VAT Law. Since it is a state tax hence, it varies from state to state. It is not controlled from Central, hence different laws r applicable as per state.

it is depend on the states . there is no hard and fast rule for that.
