Input credit can not be utilised to pay CST Liability.
You can not utilise any credit to pay CST liability. However only VAT refund amount can be adjusted against CST liability.

24 May 2016 yes, for that you have to see your sales tax act, in haryana if you have local input can use for CST payment.
