Urgent - Obligation to deduct tax

Hi Friends,
I have a que. There is a committee of resident ppl whose houses are going in redevelopment. they have some issues with builder and someone has told them to do structural audit of their area. They wud pay around 4.5 lacs for same.
now that committee they have formed for such thing...Is that committee required to deduct tds on professional fees paid to that auditor???
plz guide on urgent basis.

for tds who's appoint the audit should deduct the tds if your receipts to be get audit under income tax act.
