how can we surrender 12a certificate of trust and can we convert public trust into private trust

for surrender of 12A, you need to approach the DIT(exemptions in case of metro cities) or in case of other places, jurisdiction CIT. An application on a plain paper would suffice.
with regards to conversion, you gotta contact a local attorney dealing in trust matters.
