What is the time limit for assessment under Service Tax Act ?

There is no time limit, as now it is self assessment. The department will take up assessment only if they find that there is any change in your revenue pattern.
Moreover it is upto the department to take up the assessment.
You can also approach if you want to get a clean certificate of no dues
