Tds short deduction

I've deducted the tds of my employee in short. For which I've been served a demand notice for short payment. That employee had paid the SAT while filing his IT-return. Please kindly suggest .

Demand issued for short deduction is nature of penalty. so we cannot show the employee SAT for waive off. so need to pay
