I read in some article that quarterly returns for TDS have been dispensed with starting from 3qr of 2009-10.
Whether any circular / notification has been issued on this ? I request for clarification.

No not at all, till 6-10-2010 no such notification/Circular issued by Income-tax Act, 1961.
