WHAT IS TDS , WHY IT IS NEEDED WHEN ADVANCE TAX PROVISION WAS THERE?

TDS is one sort of with holding tax, where some portion of tax is deducted by person making certain payment to various category of assesses.
Even though advance tax provisions are their in place nor all people discloses their income nor all people pays advance tax diligently.
