Tds refund without filing it return

Anyone plz advise me can I claim refund of TDS without filing IT Return for PY 10-11 and PY 11-12.
As my total income was less than taxable limit so i have not filed IT return for respective years. Plz advise me whether Form 30 will help me without filing Return.

02 January 2014 Refund CANNOT be claimed without filing income tax return. It is mandatory to file income tax return for claiming refund.

You can file return for FY 11-12 by 31/3/2014.
