Hi,
Kindly suggest me what is the tds rate on foriegn payment as PAN no is not available and, is E-cess is applicable on the same TDS.

It is 20% of payment made.

E-cess will not applicable on 20% or appblicable,
because from 1-oct-10 e-cess has been removed from tds.
