What will the TDS Rate in respect of "Rent of Flat" in India owned by a Non-Residents?
Please also provide the rate if he does / doesn't possesses PAN in India?

Rate of TDS will be 30.9 percent

The rate shall be same even if the NRI has or doesn't have a PAN in India.
