This service will be subject to TDS and rate will be of Contractor, Sec 194C, if its is Ind, HUF then 1%, otherwise rate is 2%.

If there is a contract with caterors thenyes sec 194C will be applicable and rate will depend whether it is Individual/ HUF @1%
else for others it is 2%.
