TDS on transporter service

let take an example I hired a taxi from a transporter on reqular basis so he comes under perview of TDS. now under which section TDS should be deducted whether U/s 194C or 194J.
if I make a contract from him for freight etc or carrying goods then what is the sec of TDS.

if the supervision & control on taxi remains with u , then tds u/s 194I will be deducted otherwise tds u/s 194C shall be attracted.

if you make a contract with him for freight etc or carrying goods then u should deduct TDS u/s 194C
