Please tell me whether is it necessary to file e tds return for transporters if nil tax rate is applicable and if yes then how will the details of party will be incorporated in e tds return, as there is no option available to selct nil rate.

You must be having option of Non Deduction of TDS.

There are some options for NIL TDS deduction like lower or nil tds certificate or Transportor with PAN etc.
