Please let me know that whether TDs is applicable for Staff Training ?.
If yes than 194J or 194C.

Please elaborate that whether the training has been done by any 3rd party or the company itself is providing training before confirmation of the candidates.

Yes. Participant is not getting any professional service. Hence 194J doesn't apply but 194C attracts.
