In my view TDS attracted u/s 194C.

In my view, also 194C is attracted, since it won't require any professional qualification and membership of any professional body to provide AMC.

My opinion based on the circular No.715 DT:8.8.1995, Software maintenance as technical nature, A normal person may not do the same.So still my view is 194J only
