My friend is a teacher and earns a monthly salary of Rs.8000/-. The employer is deducting TDS even though she falls within the 2,00,000/- limit. She has no other income. Can she instruct her employer not to deduct TDS? Does she require to submit any form?

She can inform the employer for not deducting TDS on her income as the same is not going to be taxable. The employer may be requested to Refer Section 192.
