Whether payment made to Webex or Zoom for the Subscription amounts to 'Fees for Technical Service' to attract Section 194J? If not whether it is a contract u/s 194C?

It's payment to non resident so section 195 TDS applicable. It will not fall under fees for technical service. It's business income deduct full TDS of 30% plus cess and surcharge.
