Tds on other charges bill of c&f on export

11 November 2011 SIR,
We have received bills from our clearing & forwarding agent against export of goods through air showing charges in two parts 1. AIR/SHIPPING LINES GOVT. ETC. paid on our behalf 2. Other charges with Serv. Tax 10.30%
Is tds deductible on other charges portion or not? please advise.
