TDS on Online advertise payment

Please confirm me that how to treat/detect tds on online advertise payment by net banking/credit card to advertise company like indiatimes.com, submitedge.com, Google adwords etc. these company charge payment by papal or other method. But, these companies not provide option to charge TDS.
