Is TDS to be deducted if we are making a payment to NGO?
The 4th letter of the PAN is "A" (Which indicates AOP).

Yes. TDS is to be deducted for making the payment to NGO unless it gets a certificate form the assessing officer U/s 197 A of the Act regarding non-deduction of TDS.
