Please clarify whether TDS Applicable on Machine Commissioning Charges Also Party is Charing Vat in the bill but party is not registered for Service Tax Bill Amount is Rs.195000/-

I could understand you've bought a machine and the price paid is inclusive of its commissioning i.e installation.
It's a package involving both the machine & the installation.
according to me no TDS is applicable on the transaction.
Had you bought only the machine & then sought the services of a vendor for its installation then TDS would be applicable on such services.
