TDS on Foreign Co.

Sir,
our co. sends some parts of machine to Foreign( JAPAN) for repairing purpose,they had charged in foreign currency.my question is :
1.Would it attract TDS.
2.If so then by what rate.is it @ 30%.
3.Is there is any direct nexus with INDIA.
4.Its i foreign Co. & they are performing the work in Foreign.

1. It will attract.
2. As per DTAA must be 20% check
3. It a technical service recieved in India.
4. But payment is from India for a contract entered in India
