Circular/ notification which says TDS is not leviable on bank charges

One such circular is 65 dated 02/9/1971 reported in 82 ITR (st) 33 which says no tax is to be deducted on dicount on usance bills.

Also there is a circular no.681 dt 8-3-1994.
