IN FY 2013-14 TDS PAYABLE WAS ZERO AND THEREFORE I HAVE NOT FILED NIL RETURN. WILL I HAVE TO INFORM THE INCOME TAX DEPARTMENT IN THIS REGARD AS THE INCOME TAX DEPARTMENT CAN SEND ME NOTICE FOR NON-FILING TDS RETURN

Yes you need to login at TRACES and submit online declaration for Non Filing of statements.
