I Deduct Tax (26 Q) for the 4th quarter ( No Tax Deducted for 1,2& 3'rd Quarter ) from a party.Now i want to file 27A. Is it necessary to file nil return for all quarter?

Nil TDS return not mandatory. You can file only return for q4
