when can an employer issue form no 16..........and what is the purpose of form no 16......?

The name itself indicates that this form is in the Form of TDS certificate Certifying the details of Income of the employee. It is issued after completion of the Financial year or before if the employee quits in between.

It has to be issued by 30th May i.e. after filing of the Q4 TDS Return.
