TDS Deduction from international client

we have agency partner for uae continuum media then while making payment what will be the tds deduction rate ?and under which section ?

TDS for A.Y. 23-24 has to be deducted u/s 195 @ 30% plus surcharge and cess. Kindly note that TDS will only be deducted if the income is taxable in India.
