Whether the CA can avail the Certificate from IT Dept u/s. 197 and get a lower tds from his client. The important point here is the CA is a fresher .
Pls clarify my doubt at the earliest.

You can approach ITO for lower deduction of tax at source by furnishing the above information and also note that conveyance and other incidental expenses like telephone also can be included and 80GG rent deduction also can be shown to the officer to get the lowest tds rate.
