If it crosses the limit mentioned u/s 194C then TDS should b deducted.
194C conditions:-
Single Bill - 30K
In the financial year - 75K
Rate - 1% for individual/HUF
- 2% for other

for ERP software service providers if he provide for sofware modification implementation then you have deducted u/s 194J @ 10%
