As per mu view tds shall be deductd @10% u/s 194j on 82415 i.e (78400+4015)
TDS shal notbe deducted if your vendor has deducted TDS when he purchased the same.
Please refer the CBDT notification no.NOTIFICATION NO. 21/2012 [F.No.142/10/2012-SO(TPL)] S.O. 1323(E), DATED 13-6-2012

no tds not applicable it is not modified by the vendor then not tds is applicable under the income tax act
