TDS is aplicable on payment of advertisement u/s. 194C. Threshold limit is 30000/- for single transaction and 75000/- aggregate in year.

30k is limit for single bill. so if bill is less than 30k no need of TDS. But total limit in year is 75K. So if total bill exceed 75K then TDS is applicable
