Can Tds Of previous year Deducted but not paid to Govt can now be treated as other income in buisness

Your expenses will be disallowed for the previous year of which the TDS relates though you can treat it as income though.

But the expenses is claim in last year and return has been sent so how it can be disallow at time of assessment.
