13 August 2025 Got it! You want to prepare Form 24Q (TDS on Salary) in the Return Preparation Utility (RPU) with zero TDS deducted and generate Part A of Form 16 (Salary Certificate).
Hereโ€™s how to do it step-by-step:

Step-by-step guide to prepare 24Q with zero TDS deduction in RPU:
1. Download & Install RPU for 24Q
Download the latest Return Preparation Utility (RPU) for Form 24Q from the Income Tax TIN NSDL site.
Install and open the utility.
2. Start a New 24Q File
Click New File > Form 24Q.
Enter the details:
TAN of deductor
Financial Year (e.g., 2024โ€“25)
Quarter (choose the correct quarter)
3. Enter Deductee Details with Zero Deduction
Add employee details (PAN, Name, Salary paid, etc.).
In the TDS section, enter 0 in the TDS deducted column.
Ensure salary and other income details are filled correctly, but TDS deduction amount is zero.
4. Generate Part A of Form 16
Once you enter all employee details, go to the Part A (TDS certificate Part A) tab.
The utility will auto-generate Part A certificates with zero TDS deducted.
You can export/save Part A certificates for each employee.
5. Validate & Generate Files
Run error validation to check for missing or incorrect entries.
Generate the .fvu file (File Validation Utility) for filing.
Generate the Part A certificates PDFs for issuing to employees.
Notes:
Filing 24Q with zero TDS means no tax was deducted on salaries, but return submission is mandatory.
Make sure you file 24Q even if TDS is zero to comply with Income Tax rules.
If TDS is zero because of no salary payments or non-deduction reasons, still file the return.
