A transport has given a bill of 53000 to a company and 40000 has been collected in advance.. should the company deduct tds ??

Yes as bill is above Rs.30000/- you have to deduct TDS u/s 194C.
However if you are not audited u/s 44AB then no need to deduct TDS.
