sir bank has deducted tax on stdr @20% due to wrong pan entry in 2012-13. kindly advise how to get thae same back as the person is non tax payee

Request bank to revise TDS Return by quoting correct PAN. After TDS return is revised you can file Income Tax Return and claim refund of TDS.
