As it is well known that ,lease rent paid to partner being a co- owner of the property exceedig 1,20,000 ,will attract tds ...(based on circular) .I would like to know whether there is any judicial decision or circular overriding the aforesaid circular

To my knowledge no. In other words FAQ No 2 of circular 715 dt 8/8/1995,as you rightly mentioned,would prevail for the issue.
