If a bill dated 31-10-2012 is accounted on
1-11-2012.
is the due date for paying tds 7th of november or 7th of december/?

Since the Bill is Accounted for on 1-11-2012, means, you have credited the same on this date. Accordingly the due date of payment will be 07-12-2012.
