How to Generate TDS certificate for non pan Holder? We have deducted and remitted 20% of the amount paid as TDS. But not able to generate form 16A. What is the procedure to issue TDS Certificate?

You can't give the TDS Certificate to non pan holder. You can give him a debit note for account purpose. or intimate to them for sending the pan numbers. If they will give pan then you can revise the return and given TDS Certificate to them.
