I am running a private library whose turnover likely to cross Rs 20.00 lakh, whether running a private library or reading rooms services is taxable services or not, please also quote HSN.

Yes... For Library service is atract GST. As per GST turn over limit if Your turn over exceeding Rs 20 lakhs the registration is required...

Service by Public libraries is exempted but not the services provided by Private Libraries
