taxability regarding land purchasing & development land

17 December 2010 please explain me about any tax liabilty under service tax or karnatak-vat - for purchasing the land and development as plots (but not construction)only layout.

is there any liablity in service tax or vat for that ?

& also in case of joint development made by the owner of land & land developer
