21 January 2014
My assessing officer is in Kalyan, Dist Thane. Refund for AY 2013-14 and AY 2012-13 still not received and even ITR of both years still not processed. Even refund for AY 2008-09 also not received. For AY 2009-10 TDS not accounted but being shown as outstanding. Copy of Intimation u/s 143(1) also not being given. I am in Bangalore now. I desire to change my AO Bangalore especially since AO Kalyan is dragging my case too much and not paying 5 year old refund (of about 25,000)and showing tax (about 80,000)already deducted as TDS, as outstanding. I am not being able to follow up since not staying there. a) Please explain detailed procedure to change AO without requirement to go to Kalyan and Kolkata. b) Please advise if there is any simpler method to get my refunds for last so many years.
You can apply for refund by submitting form no 30.
Thx

Here’s a clear step-by-step guide to help you change your Assessing Officer (AO) and follow up on your pending income tax refunds:
---
### 1. **Changing AO from Kalyan to Bangalore**
You can request the change of your AO by updating your **address** in your income tax profile — because AO jurisdiction is linked to your address.
#### How to do this online (simplest way):
* **Login to your Income Tax e-Filing account** at [https://www.incometax.gov.in/iec/foportal](https://www.incometax.gov.in/iec/foportal) * Go to **Profile Settings** > **Update Profile** > **Update Address Details** * Change your **residential address** to your current Bangalore address * Submit the update request. You may need to upload proof of new address. * Once updated, the jurisdiction of your AO will be automatically reassigned based on the new address.
**Important:**
* This process avoids the need to physically visit Kalyan or Kolkata offices. * Once updated, all future communication, notices, and refund processing will be managed by the AO corresponding to Bangalore.
---
### 2. **Follow-up on Pending Refunds**
* Since you mentioned refund cheques were sent but undelivered, update your **Bank Account details** and **correct mailing address** via the e-Filing portal to avoid postal issues. * Check the status of your refund online via [Income Tax Refund Status page](https://www.incometax.gov.in/iec/foportal/refund-status) * You can file a **Refund Reissue Request** through your e-Filing portal if refund cheque was lost or not received.
---
### 3. **Handling TDS not reflected / outstanding tax issue**
* Get Form 26AS from your e-Filing account to verify TDS credits. * If TDS is not credited, you can file a rectification request or approach deductor for correction. * You can also send a letter to your AO through e-Filing portal under **e-Communication** to highlight discrepancies.
---
### 4. **Alternative or Manual Process**
If online steps don’t help:
* Write a **letter to the Principal Commissioner of Income Tax (PCIT)** of your old jurisdiction (Kalyan) requesting AO reassignment and refund processing, explaining your relocation and issues. * Attach copies of your ITR acknowledgments, proof of address, and correspondence. * Send by speed post or email (as per contact details available on Income Tax Department site).
---
### Summary:
| Action | How to do it | Remarks | | --------------------------- | ------------------------------------------ | ---------------------------------- | | Change AO | Update address in e-Filing profile online | AO changes automatically on update | | Check refund status | Use Income Tax Refund Status portal online | Check for refund reissue option | | Update bank/account details | Update via e-Filing profile | To avoid cheque delivery issues | | Report TDS discrepancy | Use Form 26AS and e-Communication | Or approach deductor | | If unresolved | Write to PCIT with detailed letter | Escalate issues formally |
---
If you want, I can help draft a letter/email to the PCIT or guide you step-by-step on how to update your profile online. Would you like that?
