Is tds applicable on sale of commercial land. But my father not a filling income tax return forever.

Every person is liable to deduct tds for purchase of land of value above rs.50 lacs

yr father own the commercial land is it not? when it is sold either long term or short term capital gains under income tax is applicable sir, no matter if yr father filed earlier any income tax returns at all, might be he was enjoying non taxable limit previously.
